So one of the first things we did in the first year I was there was put together a budget for every single department, and we had to train people how to do a budget. Because the vets had never done a budget, horticulture had never done a budget, they just spent money. ‘Cause the city gave ’em money, they spent money, but not specifically for them. They had to advocate for every single dollar. So we put together a budget. So strategic planning is very important. And then, master planning.
