If you can contain the situation, you have time to work on things and understand and move resources where you need to move them. When a situation is very fluid, it’s a lot more difficult. And I immediately called my director, Dr. Fisher on the phone to tell him I was here and here’s what was going on, but his line was busy. So I had to contain the situation, know what was going on.
